The National Academy of Sciences has concluded that there was "no substantial scientific foundation" for the decision by federal biologists to withhold water from farmers in the Klamath basin in order to protect rare sucker fish and salmon. NPR's Allison Aubrey reports.

NPR's Elizabeth Arnold reports that water began flowing to irrigation ditches today in Oregon's Klamath Basin. Last summer, drought forced the federal government to cut off water to farmers in an effort to protect endangered fish. Higher-than-normal snowpack means there will be enough water for everyone this year, but there is still no long-term solution to the problem of over-allocated water.

NPR's Elizabeth Arnold reports fish and farmers on the Oregon-California border are competing for Klamath Basin water for their very survival. Farmers say if irrigation is cut off, they don't know if they can stay in business. But downstream, low water in the rivers last summer brought on a record fish-kill. Government managers say the water has long been over-promised, and are struggling to create a lasting plan to portion out the flow.
